: I'm assuming you're using your sound card's line level input. Check your record settings. For music CD's, you'll want to record at 44KHz stereo. Anything less and you'll hear a big degradation in quality. If it's not that, then make sure your levels are set so that the loudest music is nearly peaking at 0dB. Other than that, you might have grounding or connection problems. You probably can't expect your sound card to have perfectly quiet inputs anyway. If you want really perfect you'll probably have to spring for a different kind of input.

You can also use the mic input, however some sound card have optional 20db boost and 5Volt bias settings. Remember to turn both of them off for recording music.
