Try resetting the instrument. Hold down buttons 0 and 3 on the bottom row as you turn it on. Other combinations will get
you into test modes.

The range of the pitch wheel is configurable. Check the manual. Your half step sounds like it is acting
normally.

Make sure that your midi is set to midi, not serial. This is in the global edit section. If
this is not the problem there are other options to make the instrument respond to
or ignore midi (by channel even). IO think resetting the instrument resets these.
However, given that neither in nor out is working I would expect you have the midi
configured to serial.
