I think this is specifically NOT what he's talking about. Apart from emulating velocity-switched samples like that, it is also possible to have velocity-switched multi-samples (which take up only one of the program's four voices).
You need to create a corresponding .INS file, and burn it to the card together with all required samples (which can also be used on their own), and as a result you get ONE multi-sample (which can be both key- and velocity-switched at the same time).
