program changes not received from software sequencer in mix mode

my qsr is not responding to program/patch change on any perticular channel.
in cake walk you can imbed a sysexc. for patch change - i have set the parameters for
the qsr in the edit mode for excepting sys exc program change ,and i have tried
various other global edit "what ifs" but this machine? doesn't want to cooperate.
any takers? thanks!
