I guess you're not the first one who has trouble with bank select on qs (there was a similar question not too long ago - check archive)
I remember that someone said that a mystic switch in cubasis must be set to controller # 0, so that the bank change is performed by using controller # 0.
Maybe, if this doesn't help you, you can try recording bank change messages (press record, then the bank change button), I think I've tried once and it worked.
