Any MIDI sequencer can be used to change tempo settings. In order to save them,
you have to insert tempo changes. I'm not familiar with Cubase, but I assume it's
similar to Cakewalk, which has buttons to change the tempo, double or cut to half the speed,
but it will not be saved in standard MIDI format, only in Cakewalk's own propietary format.
So look for another way of changing the tempo, it should be available in Cubase.
