Yes, the SB16 does have a MIDI interface; I know because this is what I was using before buying my SB Live. Actually, I believe every sound card with a game port can do MIDI.
Beware of something with SB16, though; I don't know if you'll have the same problem as me... When I kept some notes playing for some time (like a strings track), a really high-pitched note suddenly started playing on this same track and the only way to stop it after was to reset the MIDI interface (with the Reset button in Cakewalk, on any "All notes off" function). I cannot say if this was specifically happening when I held the same notes for a while, but it's the only common link I found between the times it happened. And I also know it was caused by my sound card because it doesn't happen on my SB Live.
