The answer is a clear 'Yes And No'.
The 'sustain' input jack can only detect if a pedal is on or off, so you won't be able to connect a volume pedal.
But the QS has two additional pedal inputs which could be used for what you described.
You had to do some programming, though (assign a modulator with its source to the foot pedal and its destination to some envelope parameter, I guess)
Hint: If you want to get a feel for this before investing lots of work: There is some piano-patch, where you can adjust the decay time with the slider.
Maybe have a look at this or use it for starting experiments...
