Not quite; the piano patches use 4 voices but if you look at the patch you see that it uses 2 voices for stereo "velo piano" up to about G5 on the keyboard, and 2 voices for the stereo "bright pno" from G5 on up. So any given key on the pianos only burns 2 voices. This is easier to see if you use Unisyn.
Also the QS's note-stealing algorithm seems good to me; it's pretty inconspicuous on the rare occasions I make it happen.
