Ok, the Microsoft GS Wavetable SW Synth is a SOFTWARE (SW) synthesizer. This means that your processor has to calculate all the sounds it produces. This takes some time: 100ms.
There is nothing you can do about this, unless you use a midi HARDWARE device, a soundcard with hardware midi support. But i'm afraid you're laptop doesn't have anything like this. You should check this out.
I don't know which version of cakewalk you use, but newer versions have delay for audiotracks, somehwhere at option/preferences, so midi and the audiotracks WILL be in sync.
